The Praxian refugees were such a 'non-threat' that the Beastfolk were quite willing to treatwith them. Unlike later times when the Beastfolk were one of the major dangers during the migration from Heortland to what would become Sartar.

I can see that the PainCentaurs would probably have a much stronger link to the magical otherworld than the refugees. Its logical that these folks would end up in charge.

Understandably, the beastfolk were vexed with the new, aggrssive interlopers.
