The technology is pretty much the same as it always was. Just like in the real world, technology varies. Most of the Barbarian Belt is bronze age (really iron age tech, but there's no "iron" as it were). The West seems to be somewhere in the Middle Ages and the East seems to be in the timeless Chiness-Imperial-Period.

The Empire is probably very Late Iron Age with a lot of latter add ons and gewgas. Remember, magic, especially crop/health magic really bollixes up the tech level.
