The best-described tribe of Sartar is the Culbrea which has been extensively developped by Martin Laurie & Patrick Sandberg in YBoT II p.42-75. It is even HW (-draft) compatible...

>From the ToC of YBoT II:

The Culbrea Tribe

The Local History p.42
The Tribal Council p.49
The Clans of the Tribe p.53
The Gwandor Clan p.57
The Marthiording Clan p.68

In 1621, the clans include the Barlamani, the Culbri, the Elk of Elkenvale, the Goodhaven, the savage Gwandor, the Marthiording, the Stirlgon & the Varnding. In 1613-14, after Kallyr's failed rebellion, the tribe lost the Gorde & Blueberry clans to the Cinsina in the north as well as the Kortal clan to the Aranwyth in the South. In 1615 the Greenhaft clan was lost to the Cinsina. (Pop. in 1621: 6000; pop. in 1610: 11000...)

Patrick Sandberg's homepage includes a good deal of the published information but unfortunately not all of it: http://home.swipnet.se/~w-59453/

The Gwandor clan is also the setting of Martin Laurie's campaign which is thoroughly described on Wesley Quadros' site (Wes is a player in the campaign): http://www.bvcompuworks.com/wesley/gwandor/gwandor.html

IMNSHO, the info on the Culbrea in YBoT II is worth the price of the book: it is that good!
