The wearing or war paint of some sort or another is fairly widespread around the world, and for much the same reasons. Frighten the enemy and seek the aid of the clan/tribe/cult spirits/Gods. I don't see the wearing of Woad as being indicative of anything other than the current cultural development of the Orlanthi.
