No. Tales of the Reaching Moon 19(?) is the major source for ideas on Delecti and the Upland Marsh, and nicely done. It would give you a host of ideas on how to handle Delecti. The write up in ToTRM19 always puts me in mind of a Dr.Moreau/Dr.Frankenstien hybrid though.
I have no idea about ToTRM's availability or the status of any reprint. It is a sufficently nice package that the material would, IMO, make a great location in a HW era scenario book centered on the famous locations of the pass.
Beyond the impication from Dragon Pass and previous history (Runegate) that Delecti hires out his zombie chain to the combatants in the pass little else is known about his motivations. Like many associated with the undead I expect one of Delecti's primary motivations is simply simply continued existence.
He makes a fine opponent for Humakti games.
