I know a fair bit about Glorantha and I must admit I don't get whatever you are trying to get across here.

Do you mean that, because Harvar is a Yelmalion (a Sky god), then Harvar's Bigger Wind is a lie he uses to suppress the local Orlanthi?  Or is it something more subtle?
