AFAIK it's the oxen which are the bottleneck. There is always enough land if you can find the farmers and the cows; pasture and marginal lands can be converted if necessary. A clan would split due to overcrowding before they ran out of room completely. Of course, there's still the question of who gets the GOOD plots ...
