Yes. Sartar was/is the wyter of the Kingdom of Sartar.

While these organisations are much bigger than clans and therefore, IMO, potentially the wyter is much more powerful, the personal commitment of the members is much lower than general level of commitment to the clan. This means that it can be more difficult to raise the wyter to action.
