Humakt is interested in truth and honour (and death, of course). I cannot see anything that indicates his interest in justice... However, I accept that truth is a necessary prerequisite for justice.
If my memory serves me, Orlanth, Lankor Mhy (sp?) and Elmal have subcults that are interested in Justice.
