Hero Cults (Alakoring, Vogarth, Heort etc) are not affiliated to deities. So any Tarshite can worship Palashee regardless of cult.

Yarandros is unlikely to have worshipped Yelmalio because the God doesn't become prominent in Dragon Pass until much later.
