I agree with this sentiment. Thanatari as an Orlanthi regiment does not sound right, no matter what the mitigating circumstances are. I believe that in ancient times head taking was a common event among the Orlanthi that died out as Heort introduced new laws for the Orlanthi to follow and they became more civilised. So, my reasoning as to why the headhunters sound like an exile unit is that as the exiles are more savage than the their soft Sartarite neighbours. So it is likely they would still follow the old ways. It has stated in KoS and Tarsh War that a tribe takes scalps, so it seems likely that another exile faction will go to the extreme and take heads.
