Although I don't think the all princes of Ilaro Blacktooth's Dynasty were born during their father's reign, certainly intervals of their rule were too short as a stable political system. Some (I can't remember his name) assumes that kings of Ilaro Dynasty are sorts of "Year Kings" sacrificed to Kero Fin after their short reigns, by Maran Cult or other religious system. (As in Esrolia....?)

Or as you now suggested, maybe camarilla has stood behind the throne and controlled young puppets...like chinese Han Dynasty. Maybe HonEel did the same as the women and priestess of the Dynasty did in the court.
