But IMO I should state that some (most?) of these settings are
Unofficial,
for example, the future plot idea of Greg and experts changed during
the
publication of Rune Quest 3rd Genertela Box and that of Hero Wars
Schedule
hinted in Glorantha: Intro. So it might change again.
(In old Genertela Box Setting, Tanisor was divided by Quinpolic
League and
Waertagi, Safelster and Aloranit in vague future memo. (But this
schedule
seems abandoned by designers....))

I rather sympathesize the opinion of David Dunham...Arkat is not a
simple
Doomsday Weapon treated by petty ambitions and holds complicated
character
as the greatest Hero of Glorantha, maybe many backfires and beyond
predictions will occur.
There are some other Arkat Incarnates that was abandoned the plot of Glorantha: Intro though appeared in Genetela Box. (Subcults of Arkat: Great, Liberator, Savior, Chaosbane, Peacemaker, Destroyer and Deceiver?)
