One way to look at it:

The date is 1621 ST. The Hero Wars are ABOUT to begin. It is the opening scenes of an epic. To put the horrors, opportunities and radical changes that will come into perspective, the opening scenes show 'normal' life, so we can establish sympathy for the characters, their loved ones, and their communities. The Heroes of the Hero Wars (the player characters) are not yet Heroes, they are still ordinary people.
