A basic version of HD appears in ILH-1; there is also going to be a more detailed analysis in Harald Smith & Martin Crim's 'Imther: edge of Empire', which is probably going to be the next UW book after 'In Wintertop's Shadow'.
And yes indeed, it provides engineers and other specialists for the Army. There are also lots of specialised small cults and herocults, from Apiricon Tawin (herocult of riverine military logistics) to Duren of Dendeno (expert in wood-built fortifications). It's handy being a culture which goes out of it's way to create deities...
