The information on this should be in the 'Boatride' heroquest. Why would Kallyr do that? Well, the Boatride is just a means to an end. =)

The Boat Planet probably returns in 1623. Before the Dragonraising. I suspect that it is an enabler. Its possible that the "stars must be right" be right for Kallyr to pull her stunt and invade the Reaching Moon ritual.
You have to love 'map magic' - if someone ELSE changes your map, you are SO vulnerable...
