Yes, absutively, that's how I see it.
IMO, Elmali with fire powers are comparable to Humakti with Fireblades, but are unlike either Yelmalions (without Fireblades) or Lodrili (with Throbbing Lava Spears of Fiery Ejaculating Doom).
Elmal has a smattering of Fire-related feats, among a great preponderance of Light-related ones.
