IMO, the Tusk Riders actually worship a _Demon_ , which means that their magic comes not from the God Plane as AR suggests, but from a dominantly theistic section of the Underworld.

Which means, even though their magic should be dominantly theistic, that they can easily have evil spirit allies, magics to torture, bind, and integrate spirits to their twisted, evil desires, individual members of their communities who specialise in raping the spirit world, etc etc.
