I think that's more likely to be a feature of the Gold Mostali and even there, their task is made easier by the crippled personalities of their charges.
Lunars would however have a good reason to be wary of the neoglisms and corruptions of New Pelorian. If it's done incorrectly, the nature of the language gets screwed up. So they could still have Mr Language Person/Les Immortals/OED boffins to cast judgements upon the new words that crop up and aspersions on those that speak them.
