IMHO Harshax is a word that means something like "ruler".
That would explain that a Heortling (Chief?) is named this, and it seems that Belintar/Pharao as well as the ruler of the future (in KoS) is called so. "Don´t harshaxing your brother." seems to suggest that he suppresses his brother (like SOME ruler do).
