        I'll agree here, but assuming the Char-Un do rape on a regular basis, there has to be some reason why they are not all Broos by now. Cannibalism and torture, of course, are also dehumanizing, but there are cultures and cults in Glorantha that do both without becoming chaotic, so there must be some other element. The attitude to the doer seems the most obvious.

        I do think that, whatever happens to the perpetrator, any rape strengthens Thed, and so, chaotic or not, doing it weakens Glorantha. I also assume that the cannibalism of Maran and the Cannibal Cult, however holy and acceptable, contributes to the ongoing presence of ogres in the world by strengthening the Ogre Ancestor.
