I think societal acceptance plays a big part. Char-Un accept the act but again I'd guess it's in fairly strictly circumscribed situations and occassions. This probably protects them from turning into Broos, as long as they stick to doing it that way. If they cross that line they probably turn into broos just like anyone else. Someone pretty much said this a bit back so I'm just repeating it.

It's an icky topic but the Char-Un rape manual might go like this :

DO rape your enemies' women
DO rape criminals
DO rape to enact revenge

DON'T rape your neighbours
DON'T rape casual aquaintances
DON'T do it all the time.

I still very much believe the act taints the doer and I'll bet there are Char-Un men who don't do it no matter what the culture thinks.
