I don't understand this. If they have to go there, then it must be the correct place?
And I think I remember (I cannot remember where I read it) that Issaries will make some effort to send any soul to the correct place, even if captured in a foreign place. Could it just be that Issaries has a commitment to deliver all souls to Havan Vor (the "person" not the place, if indeed the two can be separated) for judgement? Once Havan Vor sends them somewhere, it is n further business of Issaries.
