My opinion...

If you read the "myth" of Castle Blue in King of Sartar, it starts out personal and ends up as religious/mythical.

Alakor Dragonslayer has "retired" to Castle Blue and takes it personally when his hostess is insulted/provoked by the killing of her relative(s). He is, after all, an avatar of Orlanth and when he makes an oath, even he is "surprised" by the result. The Compromise has been broken, and the Gods War has intruded upon the Mundane world (again). As the powers gather on each side, myth is made in the Mundane world (again).

It is a mistake to consider the myths as something static since the Dawn. For instance, until Harmast Barefoot re-assembled a variety of source myths into the Lightbringers Quest, the Lightbringers Quest did not exist. It had not happened during the Gods War. Harmast made it up. Before Harmast's experimental heroquest, there was the Lifebringers' Myth/Quest, where Orlanth brought back Ernalda. And a Granfather Mortal and Issaries quest to the underworld. And many more apparently unrelated quests. And Harmast took parts of each and designed something new. And because he succeeded, it became true.

Arkat did this too. And in a much more intrusive way, so did the God Learners and the EWF.

Even the Heortlings and Tarshites did this, in a much more limited way, when they re-populated Dragon Pass/Kerofinela after the Dragon Kill.

Back to the original topic, in Time, the Red Moon decided to contest with Orlanth for the ownership of the Middle Air. By entering into Quest Challenges with worshippers of the Orlanth Pantheon to prove that the Red Moon is superior to Orlanth, then she and her worshippers are making new myths within Time. In that, Shepelkirt has the advantage because she has proven at Castle Blue that she is not fully bound by the Compromise and can act in her own right as well as having her worshippers act in her name.
