I have always assumed so, my guess is that he was one of heirs of Palashee, or had direct line to Illaro. I don't know of any other reference than this.

Again unknown. There is a possibility that it was the Sartarite King Tarkalor who orchestrated the resistance.

Bagnot is Arim's former capital and the spirtual home of Tarsh - the fall spelled the 'end' of resistance in Tarsh and was opposed not only by Exiles, but Sartarites and Grazers too. If there was a leader then Bagnot or the Shaker temple seem likely locations for him/her.
