But who says the top brass are Solar? Fazzur was a Tarshite for example.
Admittedly when he is replaced by Tatius then Solar dominance becomes more likely.
And all this leaving it to the tribal King seems a bit strange too - I'm not sure how the imperial tax overseer (His name eludes me) is going to take the idea.

Tax Overseer: You've not collected enough tax Collector: Tribal kings dind't send it all Overseer: So, its your job to make sure they do! Collector: I sent some troops out and killed lots of them Overseer: Your still short AND you've been on an expensive war! Collector: But they'll pay in full next year Overseer: You going to pay this years shortfall personally then? Collector: Wellll ?
Overseer: Or perhaps you'd prefer to work on the Pent borders?

Maybe this is the civil servant in me coming out.
