This suggests another possibility: run things PenDragon Pass style, one adventure per year. In this way the characters can still influence things, but you'll be able to quickly get to the time period when they can have a more active role. (There's no specific support in Hero Wars for this kind of game, but it'd be pretty easy to give people an annual increase in some economic-related ability and a handful of hero points to improve other things.)
