Rather than limit the ability ratings of your heroes, just make the opposition more powerful. Sure, you can take on the entire Black Oak fyrd and not break a sweat, but how are you against the elite Sisters regiment? They ain't 5w, they're more like 15w2 or better. Once you can munch those without trouble, how about the Bat, or the Mother of Monsters? Feeling cocky yet? take out Humakt or one of the other gods.

The problems of super-heroic chararacters aren't bog-standard troops, it's other super-heroic characters, or acts of nature. Give them the same choices as Superman or Batman get - "you can only save one of these two people..."; "Help us, there's a tidal wave coming!" "We have to survive through the winter".

As your characters get more "godlike", they should be going to Hell (the hard way), or the Edge of the World, or the Sky Realm. The Middle Realm still needs a look-in, since that is where the main action of the Hero Wars takes place, but a lot of preparation should be happening in the Otherworld.
