IMO One (possibly both) of these clans is probably the Greydog (Indrodar and all that) or another clan right by the Upland Marsh. They futhfil a magical Heortling/Sartarite role in supreesing Delecti's minions. And their neighbours "gladly" pay up because the alternative is becoming either more Humakti or more Delectite themselves.
