Don't agree I'm afraid. The various nomads can't function properly without stirrups - the Horse nomads use bows on the gallop, and some Praxians use lance charges, for instance. Given they have stirrups, so will everyone else. Glorantha is only a bronze age world in terms of its massive use of the metal. The technology and political forms we know of are often far later, in earthly terms.
