Tradition: A knowledge set used by animists to work magic. A tradition contains a list of known spirits (both friendly and enemy), and includes rituals on how to contact, placate, conquer, or protect against them.

Traditions AFAIK are analogous to theistic pantheons. One can follow individual spirits within a tradition much like theists can follow a god.

Whatever spirits is appropriate to their nature. Oakfed the Fire Spirit hands out fire spirits and no other kind.

Storm Bullies should be able to get any type of spirit within the broad classes of spirits that Storm Bull hands out (namely anti-chaos, desert wind and other types of spirits).

If they want to get fire magic from Oakfed then they'll have to find a shaman of Oakfed and join his spirit cult. A similar process applies for other spirits of the plains. If they want to get magic from another big spirit within the Praxian Tradition (i.e. Waha, Eiritha or Daka Fal) then they are probably limited in what they can get.

Use whatever you think is appropriate for Waha worshippers to have. The only type of spirits that Waha forbids are healing spirits.
