My "Heroband" rules do exactly this - a HW/HQ character can be rendered down into a few keywords, a couple of specific skills and his (or her :-) ) followers and away you go. As the rules have movement rates, missile ranges and the like, you get that tactical feel (whether you use hexes or a tape measure). What they don't really provide is the roleplaying experience - they are intentionally a set of battle rules.
