The rule of thumb is that the information is accurate to just before the events in OiD (as individual narrators may run havoc with what Sartar looks like as the Hero Wars progress). However it should be obvious from place descriptions what changes have occured in recent years, particulary post-occupation, allowing you to roll back to a pre-invasion description if you want.
