Reading this is struck me that possibly a useful real-world analog*
would be the jewish diaspora. There are people who would describe
themselves as jewish in most parts of the world, and there are
certain things that tie them together. However, there are also big
differences between one who grew up in the United States versus the
USSR versus Egypt, etc.
- kind of a reverse analog, given the diaspora versus the collection
of the lunar empire
Of course, no doubt the census categories were set up with politics
in mind, so of course they want to emphasize the growing lunar nature
of the empire, so they would count as many lunars as they could.
