Not only that but the relative power of the deities isn't fixed, it varies depending on the number of worshippers and the commitment they have made. So the Red Goddess relies on huge numbers of lay worshippers while Orlanth has a smaller number of initiates to get equivelent power. Furthermore if the empire can succeed in preventing worship of Orlanth for long enough Orlanth will stop being a great god. On the other hand an obscure god could become stronger by recruiting worshippers. There's an opportunity for PCs to do just that in one scenario in the RQII book Griffin Mountain.
