True, but Pavis explicitly states that the rules for citizenship in Pavis (and by implication city council and guilds - which are covered under those rules) are those used in Sartar.

In addition Dorasar's founding of Pavis, by bringing disparate groups together is very reminiscent of the method used by Sartar to forge the city rings, so Pavis is Sartarite in model, but like all Sartarite cities is unique in flavour and detail by the influence of those that he involved when he founded it.
