Oh, absolutely. Pity the poor idiots who just try it with any old plant. However, it grows easily, takes apprentice work to manufacture, and is basically quite cheap. More stuff for the River Voices to do in Prax! Not sure what scenarios might grow out of this, but will have to think about it.
And yes, Viktor's right, your average Sartari isn't going to think that parchment is a decent way to use a sheepskin, unless an oiled parchment window is acceptable.
