I had thought they were Pelorian "free philosophers" (i.e. not kow-towing to Lunar doctrines), who fled the Empire to oppose it by allying with Sartar. Rather like the "Thieves' Arm" unit in the Free Army -- those are *Lunar* thieves, not Sartarites!
