I'm not sure that proves anything. Sartarites living in Prax could be called "fugitives from the Lunar Empire", so I don't think it's definitive about where the Thieves Arm and Freemen are from - Peloria, Tarsh, Sartar or somewhere else. My guess would be a wide range of geographical origins.
