In KoDP, Ethilrist and some of his demon-mounted dudes show up as a random
event pretty soon after the resettlement (you can snub him, or sic him on
your neighbors). But I suppose he could have just been wandering around,
doing the whole Hero Thing, long before he actually got granted the Black
Horse County and settled down.
