Even with the titular Lunar command of the region, with three bogs, it's still not a disastrous place to hide out. Duck banditry has been reported. Unofficial sponsoring of this by the ZF cult for increased employment of cult members is strenously denied.
Plus, there's the less wellknown aspects of Gorakiki worship on the river as safeguards. Newtling/duck worship (not merely propitiation) of Gorakiki Mosquito, Blackfly and No-See-Um, plus assorted aspects of Aranea Chigger and whomever the leech goddess is, makes hunting for them in the bogs a truly thankless task. Immunity to the itchiness of the fly and chigger bites is one of the big gifts from these goddesses. This even without the obvious catch-22 that wearing armour in bog = glug-glug into any quicksand or deep pool available, but no armour = looking like Granny's pincushion as any hostiles happily shoot or sling from cover.
The Garhound/Pavic Orlanthi community probably has mixed feelings about all of this. Yes, the ducks are refugees from the Lunars (ackhh, ptuh), but troublemaking in the region just makes everything more difficult for an already-suspect population.
