I'll just quickly bilocate and answer this one again:
If you want to experience Dara Happans congeniality, perhaps you should visit Alkoth? It's one of the first Dara Happan cities you come across when approaching from Dragon Pass anyway. I'm sure the prists of Shargash, Shatterer Of Worlds, will give you a fine introduction to their ancient traditional Dara Happan customs.
