Yes.
Most turtles make lairs under the surface of ponds and hibernate -
just like frogs and toads. Ponds seldom (read almost never!) freeze
completely through. I've seen 2' snapping turtles in ponds up in
around Cochrane, Ontario (winters theperatures there are about -40 C
and STAY that cold for 3-4 months).
