It's a contest between the storm and the water - between thelinding's "Neuter a Brass Monkey" and the water's "be water, keep flowing" ability. The River is a god, the Creek is a Great Spirit, and the Stream is an Essence - I'd tag them somewhere in the 10w4-10w6 range to keep flowing even in the depth of winter (10w3 in DP). Note that Water traditionally beats Air, but Dark beats Water in the Elemental progression.

On the other hand, there may be a mythical reason for Water to develop armor, hide, grow a coat, re-live the death of Water in the Dark Age, or whatever (ie, get all iced up)...
