Having used both combat as a meta and combat as 'individual abilities' I came to the conclusion that the former was preferable. I've never liked the ever-diminishing returns and specialization that RQ (and a lot of other games) were heir to.

But then, my players are not spending a lot of the HP on combat. Since combat is relatively cheaply raised, they can spend their points on other things to flesh out their characters....

...and to prevent themselves from getting ripped off in markets, shouted down at moots, blasted by sorcerers, tricked by talking animals, and bamboozled by priests.

But its a matter of personal taste, I suppose.
