Sorta. People will no doubt have noticed that on economic grounds, future books will generally be a little more expensive, but also longer. Suddenly the existing 99%-done ILH-2 ms needs to grow, as does GT. However, it is easier to drop in a single pre-written scenario, which is sitting on the stocks, and which may just need tweaking to fit it into the arc, than creating core background material, which will then need to be Greg-Approved.

In that context, whereas before ILH-2 was in the 'lead', now getting GT out first looks more credible, and the key thing is to preserve the momentum of releases.

And, of course, Roderick is entirely right: everyone bar Steve is a volunteer, so there are limits to the kind of time people can commit to the schedule.
