The Industrious Scholars of the New World (I think) founded a school in Nochet. Later, a group called the Impious Scholars (I think these were successors of the Industrious Scholars) worked out Dragonspeech. Vistikos, a keen pupil, took up dragonic thinking, got ewf from the Inhuman King and was chucked out of Nochet for being a raving Leftie. So it was those same inquisitive clergymen and sorcerors in Jrustela who were the root cause of both empires (IMO). That is not to say they had much in common. I also think they both changed in nature very significantly through their history - the conquest of Dara Happa and the Dragon Emperor must have taken the Heortlings out of the heart of the Dragon.
