In my experience of Glorantha such a GM decision merely restricts the game. It's better by far for the two views to have some evidence supporting and some contradicting their beliefs. It's not even as simple as just two views, Glorantha is crowded with cultures with contradictary beliefs. The Rokari, AIUI, regard all non-humans as Kralji whether they are broo, aldryami or whatever - chaos just isn't a distinction for them.

Again a bit simplistic for Glorantha, the Lunar Empire will certainly collapse at some stage but why and how is a very much open question. Argarth will claim to have brought it down as will Sheng (if or more probably when he gets out of the Lunar Hell he is imprisoned in). Internal politics will have an effect - IMG both the Dara Happens and the Rinliddi look down on each other even though they share a lot of the same interests.
