I think the way I would approach this would be to agree with the player, and let him do what he wants but make sure that it is clear that it is the player not the character that is making up the peculiar things that the dragonsoul must do to be rid of the entanglements of the world, make it clear that if he wants to do interesting things then he needs to tell you what interesting things he "must do" to fulfill his draconic path. You could, of course, ask him to do some interesting things that fit in with the other player heroes or that are just plain old plot devices.
"To remove the entangement of my debt, earned in a previous life, to the
Liornvuli tribe I must enter the ruined dungeons of Zargazad and recover the
widget of doom" would be a lead into an old style dungeon quest,.... "then I must
betray the heirs of the Liornvuli and kill their chief priest to balance out
the debt they owe me for betraying me in another previous life."
You (or he) could use some of the suggested trickster geasa as things that must be done to fulfill the requirments of mastering humility (or somesuch)
Some might say that this character is a pain in the neck for everyone else
with their ridiculous behaviour, but some sort of "help the heroes of
Horathstead" type thing could easily make him more malleable with the added proviso
"until..." to make things more interesting.
