The Riskland is where Orlanthi tired of Lunar oppression get to go live with Chaos as a near constant threat instead:-) Think Borderlands with much scarier neighbors and Orlanthi settlers instead of Lunars. Funny how the Empire chose to send Orlanthis to settle it instead of their own people:-)

You might be able to find a copy in a gaming store somewhere (I know I saw one within the last year or so) but otherwise it's sadly Out of Print.
